be re-built annually, and taking the average excess at 150

Square feet, and the average value of land throughout the

City at 16 per Square foot, the cost of the resumption of

such portions of land should not exceed $5,000 yearly.

Section 180. In future when a dwelling is

re-built there must be set apart an open space in the rear of

a width of not less than 6 feet to form a scavenging lane (un-

less half the width of this lane is left to be provided by

the adjoining owner at some future time) and this area of

open space, which may be roughly calculated at 90 Square feet

per house if the full width of 6 feet is provided, will be

purchased by the Crown at its current market value.

Last year 898 new buildings were completed and

accepted as being in accordance with the Public Health Ordi-

nance. Of these 161 were houses re-built on sites previously

occupied. Disregarding Kowloon where scavenging lanes already

exist,it

the City of Victoria. It may be assumed therefore that at

least 140 houses yearly will be re-built in Victoria. The

number of scavenging lanes in the City already belonging to

the Crown is so small that it may practically be disregarded,

and on the assumption that a space for a lane will be required

for each of the 140 houses and will be made 6 feet wide at

once (as will no doubt be generally the case where a space

for a lane is left), the amount required annually for resumption

under this head would be 140 by 15 by 6 by 16 or more than

$200,000.

There are, however, many streets where no back lane

will
